| Start by applying a radial gradient to the background. |

| From filter menu select render>lighting effects. |
 |
| Change the light style to five lights down. Use other settings as shown. |
 |
 |
| From filter menu select stylize>>find edges. |
 |
 |
| Press Ctrl+I to inverse the colors. |
 |
| Duplicate the layer. Press Ctrl+T. Right click the layer and select flip vertical. Change the layer mode to lighten. |
 |
 |
| Merge both the layers. Duplicate the layer. Press Ctrl+T. Right click the layer and select rotate 90°cw. |
 |
| Change the layer mode to linear dodge. |
 |
 |
| Duplicate the layer. From filter menu select sketch>>chrome. |
 |
| Apply settings as shown. |
 |
 |
| Change the layer mode to linear dodge. |
 |
 |
| Press Ctrl+U to open hue/saturation window. Apply settings as shown. |
 |
 |
| Create a new layer on the top. Fill the layer with a light gradient. |
 |
| Change the layer mode to color. |
 |
 |
| Duplicate the layer and change the layer mode to overlay. |
 |
 |
| Merge all the layers. Duplicate the merged layer and press Ctrl+T. Rotate 45° from the top bar. |
 |

Change the layer mode to lighten.
